The North Eastern Handicrafts and Handlooms Corporation Ltd. (NEHHDC) plays a key role in the development and promotion of the Handicrafts and Handlooms sectors in the NER by providing training to the artisans and weavers through Design and Technical Development, Workshops, Integrated Design and Technical Development Projects and Seminar. It also provides marketing supports through procurement of Handicrafts and Handlooms directly from the artisans, weavers, Self Help Groups at luster and selling the same through it Purbashree Emporium located in Bangalore, Kolkata, Delhi, Chennai, Guwahati and Shillong and also through various exhibitions in the country and abroad.Utilization of 10% GBS earmarked by Non-exempted Ministries during year 2009-10 & 2010-11 .
The progress with respect to efforts initiated by Ministry of DoNER to bring about enhancement and greater efficiency in utilization of 10% earmarked GBS by Non-exempted Ministries is detailed in the following paras / points:
The Ministry of DoNER seeks scheme wise details of expenditure under each financial year against ear marked funds for the NER from the 52 non exempted Central Ministries and Departments including Ministry of Railways.
It is seen that there has been an increase in the overall percentage utilization of funds allocated for the NER in 2009-10 (90.51%) over previous year 2008-09 (83.83%).
Some of the individual Non exempted Ministries/ Departments having potentialities for the development of the North East Region have registered considerable improvement in utilization of earmarked outlays in the same period. These are DAC, DARE, DIPP, Deptt. of Posts, DOT, DIT, Food and Public Distribution, Consumer Affairs, Food Processing Industries, Health and Family Welfare, School Education, Higher Education, Textiles, Tourism, Labour and Employment, Power, Shipping (Inland Waterways).
Expenditure details under RE 2010-11 against earmarked funds for the NER have been sought in March 2011 from the Financial Advisors of all 52 non exempted Ministries.
In pursuance of steps taken to enhance efficiency in utilization of 10% earmarked GBS the suitability of schemes of Central Ministries for the NER is the most important factor. Framing broad based schemes or a component within existing scheme to suit the NER would be necessary. A mechanical earmarking of 10% allocation for each scheme regardless of their suitability is not necessary. The 10% should be calculated on the basis of GBS and then apportioned to those schemes which are suitable: It may also result in allocation higher than 10% in specific scheme. It could also mean schemes whose applicability may be exclusively for the NER.
In this direction the Ministry of DoNER has initiated review of Plan schemes of 7 selected Ministries/ Departments which have potentialities in the NER. These are: Department of Agriculture and Cooperation, Department of Animal Husbandry and Dairying, Ministry of Tourism, Ministry of Food Processing, Ministry of Health & Family Welfare, Ministry of Textiles, Department of School Education and Literacy. 7 Committees have been constituted in January, 2010.
