Apart from the constitutional amendment on service tax, legislative action has been completed to permit states to levy sales tax at a rate not exceeding 4% on sugar, textiles and tobacco.
While the Varishta Pension Bima Yojana, to give the elderly an assured 9% return on investments subject to a maximum monthly return of Rs 2,000 has been made functional, the health insurance scheme announced in the budget is yet to be fully operational.
Prepayment of some bilateral and multilateral loans as well as development of largesse towards highly indebted countries are duly taken credit for.
Among budget consolidation measures, the debt swap scheme with states has progressed well, with .Rs 46,368 crore worth of loans with coupon in excess of 13% having been swapped.
