Due to lack of a textile policy, there are no checks and balances to apply in case an investor does not fulfill his obligations. Development of the industry cannot be properly directed and guided in the absence of a textile policy
The tradition in their education system to teach Clothing and Textiles in secondary schools for Home Management has also done a big disservice to the sector. The subject is more related to Home Economics than what is required to train textile scientists and technologists for the local textile and clothing industry. The Government should support initiatives being made by institutions to revive and bolster the textile sub-sector. Kyambogo University is doing this.
It is offering a four-year Bachelor of Science degree in Textile and Clothing Technology under the Faculty of Science with the sole purpose of producing qualified technical manpower for the textile and clothing industry for the country and the region. It has also introduced two-year diploma programmes in Fabric Decoration, Textile Design and Technology respectively.
The other stakeholders like textile experts should come together and form a strong and vibrant National Textile and Clothing Association with a governing Textile Council to champion the cause for textile and clothing industrial development and research in the country.
